In this month's bulletin:
Government Affairs and Legal News:
October 1st has passed and MAG 6 is in place, what is the status...
We have received calls and emails from members who have lost contracts due to changes in purchasing terms in order for the repair station to meet the documentation requirements of MAG 6. Companies have continued to revise their requirements as they realize it will be tough, actually probably impossible, to conduct heavy maintenance due lack of parts in inventory from restrictions in purchasing due to paperwork requirements. EASA has alluded to a soon-to-be released FAA program to assist distributors with attaining 8130-3s. Hopefully the details of the program will be released soon so companies can better evaluate their inventory and future purchases.
As the MAG 6 Implementation Date Looms (ORIGINALLY PUBLISHED BEFORE 10/1/2016 DEADLINE BUT INFORMATION IS ACCURATE), Repair Stations Adopt MAG 6 Documentation Limits
We have received multiple copies of an email from AAR from a number of ASA members. It is obvious that the letter has just gone out today (based on the number of ASA members forwarding it to us). The AAR letter concerns "expectations around MAG 6." It confirms that AAR's understanding is that they need FAA 8130-3 or EASA Form One with anything that is not a standard part. The letter permits no deviations. AAR is a leading company in the aviation repair station industry so their interpretation of the MAG 6 provisions is quite important. Read more...
FAA Notice 8900.380 is CHANGED and this Affects How Repair Stations May Receive Parts
Immediately after the FAA issue Notice 8900.380, they reissued it with small, but significant, edits to the original language. The changed language seems to help the situation faced by distributors, by explicitly recognizing that repair stations may inspect and receive parts without 8130-3 or Form One - but only for a one-year interval, and only when the repair station's inspection is consistent with its manuals. FAA Issues Emergency Order to Braille Battery
The U.S. Department of Transportation's Federal Aviation Administration (FAA) on September 16 issued an emergency order to restrict and prohibit Braille Battery, Inc. of Sarasota, Fla., from offering to transport by air any lithium ion battery not in compliance with the DOT's Hazardous Materials Regulations (HMR) or the International Civil Aviation Organization's (ICAO) technical instructions. The agency also issued a Safety Alert for Operators (SAFO) to warn the airlines about the risk that some Braille Battery lithium ion batteries could present when accepted and transported as air cargo. The SAFO recommends that operators implement their control measures to prevent Braille batteries from introducing this known risk into their systems. The SAFO includes a list of Braille battery models known to have been UN tested.

ASACB Announces recent and upcoming industry meetings
ASACB attended the October 10-13, 2016 meeting held in Miami, FL for the International Aerospace Quality Group. During this meeting Sam O'Connor participated on the writing team for the standard addressing unsalvageable items management AS9147. In addition, an exploratory team has been created to determine the need for creating a standard addressing end of life parts management. The end of life parts management standard could potentially limit access to these types items and increase cost. ASCAB will closely watch the progress of this exploratory team. If and when the International Aerospace Quality Group approves the team to become a formal writing team, then ASACB will join to ensure the interests of the distribution industry and certified organizations are represented.
